I don't know about citizen, but with seiko that's not necessarily true. The only Seiko's that are 100% made on the actual japanese islands is grand seiko, with the high end regular seiko shit ($2k+) being either actually wholly or partially made there too, jury's out in this case. More likely than not the latter is actually made there.
But the <$1000 stuff, or the cheap skx007 divers that say "made in japan"? No, but technically yes. They're made on what the japanese government deems japanese territory for the purposes of country of origin labels even if it's not actually anywhere near japan.
Casio recently opened another factory in japan so those expensive MR.G and MT-G shocks are made their, either partially or wholly (I'm not sure about the circuit boards etc)>Germany: Nomos?
Probably. Though Brands like Sinn, Damasko, Tutima, Muehle Glasshuette, Archimede, Limes are either 100% or mostly german made; the ubiquitous ETA/Sellita movements being the things made wholly or partially or substantially in china.
